Parliament to Reinstate Ksh5.1 Billion for 2024 KPSEA & KCSE Administration

The National Assembly on Saturday agreed to Basic Education Principal Secretary (PS) Belio Kipsang’s request to reinstate Ksh5.1 billion meant for the administration of national exams. 

PS Kipsang had remarked that should the money not be availed, it would hinder the administration and invigilation of the national exams. 

As such, the exam dates for the Kenya Primary School Education Assessment (KPSEA) and  Kenya Certificate of Secondary Education (KCSE) remained uncertain. 

The National Assembly Departmental Committee on Education submitted a proposal reinstating the money that had been slashed by the Treasury.

“On the allocation for the national examinations invigilation and management, the committee proposed reinstatement of Ksh5.1 billion to ensure that the national examinations scheduled for this year are administered smoothly,” a statement from the National Assembly read in part. 

Had the committee not accepted Kipsang’s proposals, over 3 million students would have been affected by the change of dates. 

These include; 1,264,842 Grade 3 learners, 1,313,913 KPSEA learners as well as 965,501 KCSE students. 

"The funds are utilised to cater for supervision and invigilation as well as examiners' costs," Kipsang had earlier requested adding that the reinstatement would be in line with Government policy on free and compulsory basic education

According to the Kenya National Examinations Council (KNEC), KCSE will start officially on Monday, November 11, with candidates sitting for English (Functional Skills) papers. 

The KCSE exams will end on Friday, November 22, with students sitting for the Physics (Practical) paper. 

On the other hand, KPSEA exams are supposed to start on October 25 and end on October 30.

The National Assembly on Saturday further committed to ensure budget allocation for the transition of 46,000 intern teachers to permanent and pensionable terms. 

According to the Education Departmental Committee, the Junior Secondary School teachers JSS under the internship programme will be permanently employed this financial year.
