Cabinet Secretaries in President William Ruto’s government on Friday, November 15, made several state appointments in their respective ministries to key state boards and task forces.

Prime Cabinet Secretary Musalia Mudavadi, who also serves as Foreign Affairs CS and is the acting Interior and Gender CS, made ten appointments in total. 

In his capacity as Interior CS, Mudavadi made eight appointments of members to the Board of Visitors of Kamae Girls Borstal Institution. As Gender CS, he appointed Teresia Jerusah Michael and Gideon Gitonga Thuranira as members of the National Lottery Board.

Treasury CS John Mbadi made 25 appointments, amongst which was a 21-member multi-agency task force on the non-remittance of pension deductions to pension schemes by county governments. Other appointments were Fatuma Hussein and Benson Ateng in the Kenya Institute of Public Policy Research and Christine Kibet and Halima Omar in the Local Authorities Provident Fund.

Youth Affairs, Creative Economy, and Sports CS Kipchumba Murkomen made 25 appointments in his ministry. Amongst the appointments was a 20-member taskforce to review the policy, legal and institutional framework of sports in Kenya. Other appointments were David Kipketer as member of the Anti-Doping Agency of Kenya, three appointments into the Sports Kenya Board and Cynthia Mumbo as a member of the Kenya Academy of Sports Board.

Energy CS Opiyo Wandayi made three key appointments to the National Oil Corporation Board. “In exercise of the powers conferred by section 6 (1) (e) of the State Corporations Act, the Cabinet Secretary for Energy and Petroleum appoints— Michael Rubia, Albert Ojonjo, Lokiru Ali Mohammed, to be members of the National Oil Corporation of Kenya Board, for a period of three (3) years, with effect from the 15th November 2024,” the gazette notice read in part. 

Lands, Public Works, Housing, and Urban Development CS Alice Wahome made three appointments to her ministry. Wahome appointed Mercy Okiro as the chairperson of the National Construction Authority Board for a period of three years. Further, she appointed Ayub Odanya Naburu and Stephen Odhiambo Omengo as members of the Estates Agents Registration Board.

Roads and Transport CS Davis Chirchir made ten appointments in his docket. The CS appointed eight members to the Aircraft Accident Investigation Team. The team is set to be chaired by veteran pilot Peter Maranga. In addition, Chirchir appointed Benson Gichohi Ngure and Hillary Songoywo as members of the Transport Licensing Appeal Board.

Cooperatives, Micro, Small and Medium Enterprise (MSE) Development CS Wycliffe Oparanya made 38 appointments to the Uwezo Fund. The persons appointed are set to be members of the Uwezo Fund constituency committees in Ndhiwa, Lamu West and North Mugirango constituencies.

Andrew Muhia, CS for Agriculture and Livestock Development made two appointments in his ministry. The appointments are in the Board of the Kenya Plant Health Inspectorate. “In exercise of the powers conferred by section 8 (1) of the Kenya Plant Health Inspectorate Service Act, the Cabinet Secretary for Agriculture and Livestock Development appoints Jean Njiru and Roselyn Chepngeno Langat; to be members of the Board of the Kenya Plant Health Inspectorate Service, for a period of three (3) years, with effect from the 15th November, 2024,” the report read.

Julius Migos, CS for Education appointed Qamar Mohamed as a member to the School Equipment Production Unit Board for a period of three years. This follows President Ruto’s appointment of key ally Elisha Busienei as chair of the same board a week prior.

Public Service and Human Capital Development CS Justin Muturi appointed Hussein Tene Debasso as a member of the National Youth Service Council up to February 9, 2026. His appointment followed the revocation of Ali Sahal Idris.

Salim Mvurya, CS for Investments, Trade and Industry appointed Mwanajuma Hiribae as a member of the Numerical Machining Complex Board for a period of three years.
