All government employees will experience salary delays in the month of November according to the Ministry of Labour and Social Protection. The delay comes as the country gears to enter the Christmas period.
While responding to queries from the Kenyans.co.ke, Labour Cabinet Secretary Alfred Mutua stated that the delays are caused by an upgrade of the payroll system.
“The payroll system is managed and run by the Ministry of Public Service, which is upgrading its applications. This may necessitate delays in salaries,” CS Mutua told Kenyans.co.ke.
In a memo directed to all department heads, the Ministry of Public Service stated that the delay was caused by the migration of ministries, departments, and agencies from the old manual Integrated Personal Payroll Database (IPPD) to the Human Resource Information System (IPPD) as required by the state Department for Public Service.
The delay affects all employees in ministries, departments, and agencies across the government.
The ministry is, therefore, calling for patience from the civil servants as the upgrade continues.
“This is to bring to your attention that there is a delay in processing the November 2024 salary. Kindly bring this information to all officers under your supervision,” the memo read in part.
The delay came four months after the government announced new pay structures for civil servants and just a few weeks before the December holidays.
Under the new pay structure, civil servants will receive a salary increase ranging from Ksh1,000 to Ksh3,000. The lowest grade, CSG 17, will see their monthly salary rise from Ksh16,920 to Ksh19,340.
Employees in CSG 16 will earn between Ksh18,250 and Ksh21,940 each month. Those in the highest-paid Grade 4 category will receive between Ksh182,890 and Ksh339,780 monthly.
Job group B1 represents the lowest tier and includes low-skilled labourers such as Officer III, Support Staff, Operator III, and Attendant III. On the other hand, job group E4 represents the highest tier in the civil service, comprising highly skilled and specialised personnel in top management positions.
In other categories, civil servants in Grade 15 (CSG 15) will earn between Ksh19,340 and Ksh23,520, while those in Grade 14 will receive between Ksh20,560 and Ksh25,420. Employees in Grade 13 will earn between Ksh25,420 and Ksh32,000, and those in Grade 12 will make between Ksh28,620 and Ksh35,720.
Grade 11 salaries will range from Ksh34,420 to Ksh44,410, Grade 10 salaries will range from Ksh41,420 to Ksh54,680, and Grade 9 salaries will fall between Ksh46,120 and Ksh62,930.
Employees in Grade 8 will receive salaries ranging from Ksh52,330 to Ksh92,030, while those in Grade 7 will earn between Ksh92,030 and Ksh127,340.
Grade 6 employees will make between Ksh105,570 and Ksh175,070, and individuals in Grade 5 will receive salaries ranging from Ksh146,360 to Ksh245,000.
