EACC Arraigns KeRRA Accountant Over Conflict of Interest and Ksh 38 Million Graft Case

The EACC has apprehended a senior accountant at the Kenya Rural Roads Authority (KeRRA) – Kajiado, over allegations of conflict of interest and unlawful acquisition of public property.

The accountant, alongside three other accused, was taken into custody on May 2, 2025, following the conclusion of investigations into irregular tender awards involving companies closely linked to her immediate family members.

She is alleged to have used her position at KeRRA to influence the award of public contracts to companies owned by her spouse and brother.

Key among them is a company whose bank accounts were operated by her, despite being registered in the names of her brother and another businessman.

EACC investigations established that the three companies, all owned by the accountant's spouse, were awarded multiple tenders during the period she served in various KeRRA regional offices.

Upon conclusion of investigations, the case file was submitted to the Director of Public Prosecutions (DPP), who, upon review, concurred with the EACC’s recommendations to charge the accused with various offences under the Anti-Graft and Economic Crimes Act (ACECA).

The accused were arraigned at the Milimani Anti-Graft Court on Tuesday, May 6, 2025, facing various charges, including conflict of interest, unlawful acquisition of public property, and conspiracy to commit an offence of economic crime, among others.

The accountant is also facing other charges in an ongoing unexplained wealth case, where the EACC is seeking to forfeit Ksh38.6 million.

The accountant, whose net salary during the period under review increased from Ksh49,580 in January 2016 to Ksh116,640 by May 2022, was found to own assets that are disproportionate to her known legitimate sources of income, according to the EACC.

She, together with the other accused persons, pleaded not guilty to all charges. The court will issue directions on bail or bond terms on May 9, 2025.

The commission has in recent weeks intensified efforts in a crackdown on government officials who have been beneficiaries of graft.

On March 26, EACC nabbed a Senior Court Assistant and a Customer Care Officer over claims of soliciting kickbacks.

The two were accused of asking for a Ksh5,000 bribe from a court user at the Mbita Law Courts. The agency said it began investigations after receiving a graft complaint on March 24.
