Public Service CS Ruku Orders Suspension of 3 Senior NYS Managers

Public Service Cabinet Secretary Geoffrey Ruku has ordered the immediate suspension of three senior National Youth Service (NYS) managers, a move he said is meant to uphold accountability and restore discipline within the institution.

Ruku, who spoke at the NYS headquarters in Ruaraka on May 29,  emphasised the need for public officers to embrace good governance and quality service delivery to the public.

Citing Article 10 and 232 of the constitution, the CS stressed that public officers must ensure efficient and effective use of resources, uphold transparency, and serve all Kenyans fairly and responsibly.

In his address, CS Ruku noted that it was of paramount importance that all stakeholders work together to protect NYS, a state agency funded by taxpayers, from individuals seeking to exploit it for their gain.

" Articles 10 and 232 of the constitution are clear on the need for the public service rooted in integrity, accountability, and professionalism," he said.

“Public officers must ensure efficient and effective use of resources, uphold transparency and serve all Kenyans fairly and responsibly,” he added. 

“We have individuals who believe they can take advantage of NYS, but we must protect and guard it as a public institution. Resources must be managed appropriately and efficiently to achieve the intended goals.“

These suspensions follow recent developments with claims of a major corruption scandal involving the NYS. On May 7, 2025, the Ethics and Anti-Corruption Commission (EACC) conducted raids on the homes and offices of several senior NYS officials as they probed the alleged corruption.

These raids were part of an investigation into the alleged embezzlement of over KSh2 billion meant for youth empowerment and training programs. 

The EACC's findings stated that the suspects allegedly abused their positions to embezzle public funds through collusion, procurement fraud, and payments for fictitious contracts.

Valuable evidential material was collected during the raids, which is expected to aid in the prosecution of those involved.

Ruku also reaffirmed President William Ruto’s directive to safeguard public resources, warning that individuals found mismanaging funds will have no place in the NYS.
