CS Ruku, Ogamba & Mugaa Make Fresh Changes to Their Ministries

Cabinet Secretaries Geoffrey Ruku, Eric Mugaa, and Julius Ogamba have made a raft of appointments across their ministries.

Through a gazette notice, Public Service CS Geoffrey Ruku appointed Lewis Nyaribo Oburu as a member of the Institute of Human Resource Management Council, representing the Nyanza and Western Region, for three years.

“In exercise of the powers conferred by regulation 4(1) of the Human Resource Management Professionals (Elections to the Council) Regulations, 2015, as read together with section 7(1)(d) of the Human Resource Management Professionals Act, the Cabinet Secretary for Public Service, Human Capital Development and Special Programmes appoints Lewis Nyaribo Oburu to be a member of the Institute of Human Resource Management Council, representing Nyanza and Western Region, for three years,” the notice read.

Before his appointment, Oburu worked in the County Government of Kisii until he was dismissed. Oburu, together with other county employees, went to court, with the matter still pending.

On his part, Education CS Julius Migos Ogamba appointed Professor Shem Wandiga as the Chairperson of the Council of the Jaramogi Oginga Odinga University of Science and Technology. Wandiga is set to be at the helm for three years.

Wandiga is a don with a strong background in Chemistry. He previously served as the Chancellor of Egerton University. The professor also held the position of Dean of the College of Scholars at the African Centre for Technology Studies (ACTS), as well as being a member of its governing council.

Meanwhile, Water CS Eric Mugaa reappointed Bernard Kipsengeret Koros, Simon Ngugi Mwihaki, and Rodgers Chepkwony as members of the National Water Harvesting and Storage Authority for a period of three years.

Koros is the former Member of Parliament for Sigowet-Soin and is famously remembered for engaging in a scuffle with current Treasury CS John Mbadi in 2021.

At the time, drama ensued after the two were involved in a fist fight amid a controversial vote on the Political Parties Amendment Bill. 

MPs were voting to either support or reject amendments proposed by former Kandara MP Alice Wahome, which called for the removal of the procedure for forming a coalition political party.

Heated exchanges characterised the afternoon sitting as MPs rose to support or oppose the amendments.

In the scuffle, Koros sustained an injury to his right eye and later underwent minor surgery at the Nairobi Hospital.

The incident gained significant nationwide attention, with both politicians accusing each other of instigating the chaos.
