The Nairobi City County Government has given plot owners 60 days to clear any outstanding dues and submit development plans for idle or unpaid-for plots. According to the county, failure to comply will result in repossession and reallocation, particularly in informal settlements, site and service schemes, and infill areas across the city.
A notice signed by the Head of County Public Service Godfrey Akumali, states that the affected plots lie within site and service schemes, regularised informal settlements, and infill developments across the city.
The county noted that several parcels of county-allotted land have remained idle or in breach of allocation terms, undermining the purpose for which they were issued. The parcels are meant to serve urban community needs and not for speculative investment.
“It is worth noting that county-allotted land is meant to serve specific urban functions and should never be for speculative purposes,” the notice issued by Akumali reads in part.
The county government further noted that the allocation of such plots is subject to clear terms and conditions that mandate full payment of plot dues and permissible development within 24 months of offer.
Failure to meet these terms, the county said, results in the land becoming economically inefficient and counterproductive to urban planning goals.
“To this end, all beneficiaries of such plots are required to pay all outstanding dues and submit building plans for consideration and approval within 60 days of this notice,” the directive read in part.
Those who fail to comply with the directive risk having their plots repossessed and reallocated without further reference or compensation, the county government warned.
Meanwhile, plot owners who have already secured leases or certificates of lease but are not yet included in the county’s Valuation Roll were urged to visit their respective sub-county valuation offices for assistance.
The listed offices include Embakasi East (Embakasi Village), Embakasi Central (Kayole Spine Road), Embakasi West (Umoja), Kasarani (Njiru DCC compound), and Embakasi North (Dandora Phase 1).
In a separate but related move, the county also announced it would discontinue the use of plot numbers for land rate payments beginning January 1, 2026. Instead, all billing will be based on land parcel numbers.
To facilitate this transition, county officers will be visiting developed plots to mark parcel numbers on gates and fences for easier billing, and property owners have been asked to cooperate with the exercise.
