Public Service Shake-Up as Koskei Unveils Strict Rules for Accountability

The government now plans to introduce fresh enforcement measures targeting all public servants to improve service delivery in President William Ruto's administration.

This is after the Head of Public Service, Felix Koskei, expressed disappointment over the persistent malpractice and non-performance among public servants.

Koskei, in a notice shared on Tuesday, July 29, revealed that despite the government's efforts to streamline the public sector, there is a culture of abject impunity within the sector.

The Chief of Staff specifically bemoaned the inaction of heads of institutions and parastatals against underperforming employees, which he said caused delays in the public's access to services.

He also expressed concern about the failure to impose appropriate and legal penalties on officers who violated the law, regardless of their position or rank.

According to Koskei, this led to the loss of trust by the public, inexplicable loss and wastage of public funds and resources and delivery of substandard goods and services to the public.

"The above two weaknesses have raised concern not only on the pace at which this Administration intends to deliver on its promises to citizens, but also on the quality, quantity and timeliness of the same," Koskei said.

"Indeed, they have led to an unnecessary sluggishness of the system, with citizens complaining of a non-responsive Public Service that is lacking in the robustness and effectiveness required," he added.

To address the menace, Koskei convened an urgent virtual meeting with Principal Secretaries, Chief Executive Officers of State Corporations and Unincorporated Agencies.

During the meeting, the officials would deliberate on the urgent measures that must be taken forthwith to raise the standard of the performance of the entire Public Service.

This would be done through the cultivation and inculcation of the right attitude and ethics towards work, reinforced by prompt corrective action and the consistent application of lawful consequences for infractions.

"Noting that time is of the essence, you will also be apprised of key ongoing Government Initiatives during the Meeting, and the critical role required of you for these initiatives to succeed exceptionally," Koskei stated.
