Ministry of Lands Tells Nairobi and Mombasa Property Owners to Apply for Stamp Duty Valuation Online

The Ministry of Land has announced that all stamp duty valuation applications for land transactions in Nairobi and Mombasa shall be done online, starting Monday, August 11.

Land stamp duty valuation is the assessment by the government to determine the value of land or property, and how much stamp duty tax one should pay when transferring ownership of that land or property.

In a public notice on Wednesday, August 8, the ministry confirmed that the shift will be implemented through the Ardhipay Land Stamp Duty Module on the Ardhisasa Platform.

The Ministry has, however, clarified that the online processing will not apply to Mombasa Block XV1 and Block XVII.

"Stamp duty valuation applications in the Central Registry and Mombasa Registry (excluding Mombasa Block XVI and Block XVII), shall be processed online, through the Ardhipay Land Stamp Duty module on the Ardhisasa platform, effective 11th August, 2025," the notice read.

According to the ministry, the new system aims at elevating efficiency, transparency, and convenience in land and property transactions in the two regions.

Ardhisasa is a government platform that enables digital land transactions and provides access to land information and other related services. 

This platform enables users to digitally conduct land searches, register transfers, pay land rent, and access other services like physical planning and valuation.

In a statement on Wednesday, May 21, the ministry urged Kenyans to leverage free tutorials, which are available on the State Department for Lands and Physical Planning social media platforms, which give directions on how to navigate the platform, free of charge.

"A full inventory of free and up-to-date tutorials ranging from the basics of opening an account to the more specialised operations targeting professional groups like lawyers, available at no cost on our media platforms," the ministry stated.

The announcement comes three days after the  National Land Commission (NLC) said that it is kickstarting a compulsory acquisition of land on behalf of the  Kenya Railways Corporation (KRC).

The land, according to the commission in a gazette notice dated July 1, 2025, will be used for the establishment of the proposed 30.5 km Riruta–Ngong–Kiserian–Ongata Rongai Standard Gauge Railway (SGR).
