Ruto Makes New Appointments in Foreign Service

President William Ruto has unveiled a fresh shake-up in Kenya’s Foreign Service, naming new ambassadors, high commissioners, consuls general, and deputy heads of mission in a bid to boost diplomatic performance and service delivery.

In an executive action announced on August 15, 2025, State House Spokesperson Hussein Mohamed said the nominations are part of the government’s Bottom-Up Economic Transformation Agenda (BETA) and aim to realign Kenya’s representation abroad for greater efficiency.

"In an Executive Action carried out today, the President has realigned the nation's Foreign Service to optimise performance and enhance service delivery, as outlined in the Administration’s Manifesto under the Bottom-Up Economic Transformation Agenda (BETA)," part of the statement reads.

Among the key nominations for High Commissioners and Ambassadors are Amb. Galma Mukhe Boru to Addis Ababa, Ethiopia, Amb. Anthony Mwaniki Muchiri to Ankara, Turkey, Amb. Lucy Kiruthu to Bangkok, Thailand and Amb. George Morara Orina to Dublin, Ireland.

The list of names also includes a politician, Florence Bore, who has been named Ambassador to Windhoek, Namibia.

Bore served in Ruto's inaugural cabinet before being dismissed in July 2024 as part of a cabinet reshuffle following widespread anti-government protests. 

She also served as the Woman Representative for Kericho from 2017 to 2022, under the then-ruling Jubilee Party.

The President also nominated several individuals for other key positions: Amb. Abdirashid Salat Abdille to Jakarta, Indonesia, and Amb Mohamed Ramadhan Ruwange as Consul General to Arusha, Tanzania.

Amb Maurice Odhiambo Makoloo was appointed to London, United Kingdom; Jayne Jepkorir was appointed as Consul General to Dubai, UAE; and Amb David Mwangi Karanja was appointed as Deputy Head of Mission to Seoul, Korea.

The nominations have been forwarded to the National Assembly for vetting and approval, in line with constitutional requirements.

Some experienced ambassadors are moving to new roles in the latest reshuffle. Amb Anthony Mwaniki Muchiri is moving to Ankara, Turkey. George Morara Orina has been assigned to Dublin, Ireland, while Joseph Musyoka Masila will be posted to Riyadh, Saudi Arabia.

Other diplomats who have also been reshuffled include Amb. Kipkosgei Toroitch has been moved to Kampala, Uganda, and Amb Lucy Kiruthu is moving to Bangkok, Thailand.
