CA Extends Crackdown on Unlicensed Parcel, Courier Services to Mombasa

The government has expanded its crackdown on unlicensed parcel and courier service providers to Mombasa, leading to the arrest and arraignment of five people. 

The Communications Authority of Kenya, in a notice, stated that the operation was conducted on Tuesday, August 26, 2025, at the Mwembe Tayari and Bondeni bus stages. It was a joint effort between the Communications Authority of Kenya (CA) and the National Police Service.

According to a statement from the CA, the crackdown is part of their effort to ensure legal compliance within the country's postal services.

"As part of ensuring compliance with the law in the provision of postal services in the country, the Communications Authority of Kenya (CA) extended its crackdown on unlicensed parcel and courier service providers to Mombasa, leading to the arrest and arraignment in court of five (5) individuals," the statement said.

According to the authority, the raid targeted Zahara Parcels and Courier, Maslah Parcel Services, Simba Parcel Services and the Mombasa Raha Bus Company. These businesses were reportedly operating without the necessary licences.

The suspects were taken to Mombasa Law Courts on Thursday and fined between Ksh10,000 and Ksh50,000.

They were charged with operating postal services without a valid licence in violation of the Kenya Information and Communications Act of 1998.

This follows a similar operation in Nairobi's Eastleigh area just a week ago, in which nine people were arrested for the same offence.

The Communications Authority has urged all companies intending to offer parcel and courier services to apply for the necessary licences at its offices in Nairobi, Kisumu, Eldoret, Nyeri and Mombasa.

The authority also advised the public to use licensed courier providers only.

According to the authority, using licensed operators protects consumers, ensures safe and reliable delivery, and supports the legal and sustainable growth of the courier sector.

"Dealing with licensed parcel and courier operators safeguards consumers, ensures secure and reliable delivery, and supports lawful and sustainable growth of the sector," the authority stated.
