The Isiolo County government has been subjected to sweeping changes after Governor Abdi Hassan Guyo announced a reshuffle 'aimed at improving service delivery' just days after surviving an impeachment attempt.
In a reshuffle detailed in Executive Order No. 1 of 2025 issued on September 1, the governor, through County Communication Coordinator Hussein Salesa, revealed the changes would take effect immediately.
The sweeping changes saw three acting County Executive Committee (CEC) members take on expanded responsibilities, with the county aiming to consolidate functions and enhance cooperation across key departments.
As part of the changes, Lawrence Mwongela Ikiamba was appointed as acting CEC for Water, Energy, Climate Change, Mining and Natural Resources. This docket combines critical environmental and infrastructure mandates.
Meanwhile, Health CEC Lucy Kagwiria Kaburu has taken on a significantly broader role, as she will now oversee Finance, Economic Planning, Revenue Services, ICT and e-Government.
Part of her responsibilities will also include Special Programmes, Peace and Cohesion, Civic Education, and Public Service.
Elsewhere, Agriculture CEC Yusuf Mohammed has been handed a powerful docket which includes Lands, Roads, Transport, Public Works, Housing and Urban Development.
His new mandate extends to infrastructure, Development, Urban Planning and Municipal Services.
Inevitably, the reshuffle saw the exit of several key officials, including Yusuf Dahir, who previously led the Lands, Physical Planning, Housing and Urban Development docket. Another key name who was dropped from the executive was Ali Wario Sarita, who was ousted from his post at Water, Environment, Energy, Natural Resources and Climate Change.
Isiolo Deputy Governor James Lowassa was also affected, as he lost his acting role overseeing the Education and Early Childhood Development portfolio, a role he held besides his duties as deputy governor.
Alongside the reshuffle, Governor Guyo also renewed contracts of 21 County Chief Officers across essential sectors such as finance, education, health, youth, agriculture, and infrastructure. The Executive Order, however, clarified that all acting appointments for county chief officers have been revoked, suggesting a fresh round of appointments was on the horizon.
The wholesome changes to county government roles came barely a month after the Senate voted to save Isiolo Guyo from impeachment, bringing an end to a heated and protracted debate.
During the heated debate, senators argued that the impeachment motion forwarded by the County Assembly was a sham, null and void, and of no legal consequence to warrant admissibility, interrogation, or any other action of the Senate.
