MPs Approve 11 Nominees for Foreign Envoys, Registrar of Political Parties

Parliament has approved the appointment of 11 nominees, including foreign envoys and the proposed leadership of the Office of the Registrar of Political Parties (ORPP), following successful vetting by various committees.

Firstly, the House approved the nomination of nine High Commissioners, Ambassadors and Consuls-General following a nod from the Committee on Defence, Intelligence, and Foreign Relations.

"Taking into consideration the findings of the Departmental Committee on Defence, Intelligence and Foreign Relations in its Report on the Approval Hearings of nine (9) Nominees for Appointment as High Commissioner, Ambassador and Consuls-General, laid on the Table of the House on Tuesday, 23rd September 2025, and pursuant to the provisions of Article 132(2)(e) of the Constitution, section 20(2) of the Foreign Service Act, Cap. 185E and sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act, Cap. 7F, this House approves the appointment of the following persons," the notice read.

Former Labour Cabinet Secretary Florence Chepngetich Bore has been approved for appointment as the High Commissioner for Namibia in the Windhoek mission.

Six others, including former Director of the Public Service Committee Anthony Mwaniki Muchiri, Lucy Kiruthu, Henry Wambuma, Abdirashid Salat Abdille, Joseph Musyoka Masila, and Edwin Afande, have been approved for appointment as ambassadors to Turkey, Thailand, Burundi, Indonesia, Saudi Arabia, and Austria, respectively.

Lastly, Jayne Jepkorir Toroitich has been approved for the Consul-General seat in the United Arab Emirates, as well as Judy Kiaria Nkumiri, who will also serve in the same capacity in the Democratic Republic of Congo.

In another round of approvals, the MPs approved the appointment of John Cox Lorionokou as the Registrar of Political Parties and  Agatha Wanjiku Wahome as the Assistant Registrar.

This particular nomination followed a report from the chair of the Committee on Justice and Legal Affairs (JLAC), George Murugara, on the nominees’ vetting and approval hearings. 

"The approval hearings were exhaustive. We were able to ascertain the nominees’ academic qualifications, proven knowledge, and relevant experience in their fields," Murugara told the House.

Lorionokou will replace Ann Nderitu, who was recently appointed a commissioner at the Independent Electoral and Boundaries Commission (IEBC).

Sophia Sitati has been serving as the Acting Registrar since July 14.

Following the approvals by Parliament, the next step is the official appointment and gazetting by President William Ruto.
