DPP Approves Charges Against Seven People Involved in Multi-Million SHA Fraud

The Director of Public Prosecutions (DPP) has approved charges against several individuals accused of involvement in submitting fraudulent claims worth Ksh2 million to the Social Health Authority (SHA).

In a statement on Saturday, October 4, the prosecution disclosed that the seven individuals worked at a medical clinic in Kilifi County where they allegedly orchestrated the fraud.

Among the charges approved by the DPP are conspiracy to commit a felony, fraudulent alteration of information, acquisition of proceeds of crime and use of proceeds of crime.

Those charged include two of the hospital's directors and five employees who were charged with the aforementioned crimes in addition to uttering false documents.

According to the DPP, the move follows a file submitted by the Directorate of Criminal Investigations (DCI), which announced the completion of investigations into some of the SHA frauds.

"On October 1, 2025, the DPP received an inquiry file from the DCI. Upon independent and thorough review of the inquiry file, the DPP has directed that the above persons and institutions be charged," the DPP declared.

This comes a day after the DCI revealed that it had arrested five individuals after scrutiny of 1,188 files received from the two agencies on September 1, this year.

The detectives noted that the files contained names of individuals, organisations, and various parties believed to be involved in healthcare fraud and undermining government initiatives to provide quality healthcare services.

The files were scrutinised by a multi-agency team led by the DCI, which comprehensively reviewed the materials to ensure that all individuals involved in any form of healthcare fraud are held accountable.

While announcing the arrest of the five, the DCI officers disclosed that efforts were underway to apprehend more suspects who are linked to the SHA scam.

"The DCI remains resolute in its commitment to stopping healthcare fraud, holding all offenders accountable and ensuring that all assets and resources acquired fraudulently are recovered," the DCI announced.

The detectives went ahead to urge Kenyans with information regarding any fraudulent activities pertaining to the new health insurance scheme to report to the nearest police station or DCI headquarters for action.
