Ruto, Raila MPs Agree to Fully Implement NADCO, Reintroduce PM and Opposition Leader Offices

Members of Parliament are expected to begin the formal process of implementing recommendations of the National Dialogue Committee (NADCO) Report, marking a significant step in realising one of the final political efforts championed by former Prime Minister Raila Odinga. 

The revelation was made by Suna East Member of Parliament Junet Mohamed, who said the implementation of the NADCO report would be initiated once the National Assembly resumes next week. 

Junet, who spoke during the burial of the former Prime Minister at the Jaramogi Oginga Odinga University of Science and Technology (JOOUST) in Bondo, emphasised the bipartisan commitment to seeing the NADCO recommendations come to life.

“I have my colleagues, Kimani Ichung’wah and Aaron Cheruiyot, who are part of the NADCO committee. We have decided as Parliament that when we go back in a week's time, we will implement the NADCO report fully,” Junet said.

The NADCO report came about after months-long bipartisan talks aimed at easing political tensions after the disputed 2022 general election.

A NADCO committee, co-chaired by majority leader Kimani Ichung'wah and Wiper Party leader Kalonzo Musyoka, brought together members from both sides of the political divide to find a compromise and ease tensions. 

Among the major proposals from the report was the creation of a Prime Minister's office, nominated by the sitting President and approved by the National Assembly. 

The report also recommended the formal establishment of the Office of the Leader of the Official Opposition, whose role would be to provide structured oversight in parliament to keep the incumbent regime accountable. 

Other proposals from the report included an audit of the 2022 election, reconstitution of the Independent Electoral and Boundaries Commission (IEBC) and radical measures to address the cost of living. 

Notably, while Junet praised the work of his parliamentary colleagues on the report, he failed to mention the contributions of Wiper Patriotic Front leader Kalonzo Musyoka, who also co-chaired the committee.

In his speech, Junet also dismissed suggestions that ODM would return to opposition politics following Raila’s death.

“We will hold the party strong. In 2027, it will either form a government or be part of a coalition that forms a government,” he declared as he urged leaders within ODM and the broader coalition to remain united and avoid divisive politics.
