Parliament Invites Applications for Chief Serjeant-at-Arms

The Parliamentary Service Commission (PSC) has announced vacancies for two senior managerial positions in Parliament.

In a notice on Monday, November 10, the PSC Secretary, Jeremiah Nyegenye, confirmed that the positions include Chief Serjeant-at-Arms (PSC 15) and Director of Audit, Appropriations, and General Purpose Committee Service. 

According to the Secretary, the Chief Serjeant-at-Arms (PSC 15) will be responsible for overseeing the managerial, operational, and financial planning and coordination of all functional areas, including the Chamber and Public Gallery, as well as operational and liaison duties. The official will also guide event management as well as other support services.

For one to apply for the position, he/she must have a master's degree in security or criminology, at least 15 years of experience, and must have served in the disciplined forces for at least 12 years.

The individuals must also be computer literate, possess a certificate of exemplary service, and fulfil the requirements of Chapter Six of the Constitution, 'Leadership and Integrity'.

On the other hand, the Director of Audit, Appropriations, and General Purpose Committee Service will be responsible for serving as the head of the directorate and providing leadership in the Directorate of Legislative and Procedural Services, Committee Services, or the Parliamentary Service Commission.

The requirements for this position include a master's degree from a recognised institution, a Bachelor's degree in social sciences, at least 15 years of experience, with 5 years in a senior management position, and a certificate in the Strategic Leadership Development Course.

The individuals should also demonstrate flair for parliamentary procedure and practice, knowledge of parliamentary standing orders, good communication expertise, understanding of the Constitution, and meeting Chapter Six of the Constitution.

According to Nyegenye, the applicants must ensure that they submit a completed parliamentary application form, which can either be obtained from the parliament website or the office of the Head of the Commission Secretariat.

The application should then be delivered to the office of the Head of the Commission secretary or emailed as a PDF file attachment to parliament's application email before Monday, November 24.

"The Parliamentary Service Commission invites applications from results-oriented individuals interested in serving in the following two positions for a term of five years with eligibility for reappointment for one further term of five years," the notice read.

"Please note: Applications from applicants who do not complete the Parliamentary Service Commission Job Application Form (Form 1J) referred to in this advertisement will NOT be considered," it added.
