IEBC Awards Ballot-Paper Tender to Dubai-based Firm Al Ghurair

The Independent Electoral and Boundaries Commission (IEBC) has awarded the Sh2.5 Billion ballot-paper tender to Dubai-based firm Al Ghurair.

Despite complaints from Opposition leaders against awarding the tender to Al Ghurair, IEBC settled on the firm which is set to print about 120 Million ballot papers for the August 8 polls.

"Considering available options, the Commission resolved to award the tender for ballot papers to Al Ghurair Printing and Publishing of Dubai," Chairman Wafula Chebukati announced on Friday.

The electoral body said it had arrived at the decision because;

1.The firm had previously worked in several countries in Africa and delivered quality results.

2. There are four direct flights daily by two major airlines to Kenya which makes transportation easier.

3. The Company has sufficient and stable financial base to fund its obligation.

4. Capacity of modern machines whereby 50% of machine capacity have been allocated for the production of ballot papers with adequate back-ups.

5. The firm has a suitable emergency production, packaging and delivery plan and has fully deployed experienced and qualified personnel.

6. The firm has a reputation of being efficient and reliable in terms of delivery.

7. Prices offered by M/s AL Ghurair Printing and Publishing LLC in the previous contracts were competitive and within the prevailing market rates.

Earlier this week, National Super Alliance (NASA) flag bearer Raila Odinga warned the IEBC against awarding the tender to Al Ghurair with the elections just two months away.

Odinga stated that it was strange that the electoral body was pushing for the awarding of the tender to Al Ghurair yet there are many other companies that can deliver the same service.

The tendering process was a source of friction among IEBC bosses and it led to the dismissal of Director of Procurement Lawy Aura who was allegedly sent home for delaying major procurement deals, among them the Sh2.5 billion tender.
