Trans Nzoia, Murang’a and Homa Bay Counties Found to Pay MCAs Sitting Allowance Beyond SRC Limit

Trans Nzoia, Murang’a and Homa Bay Counties are reported to have paid Members of County Assembly (MCAs) sitting allowances that were more than the Sh124,800 limit set by the Salaries and Remuneration Commission (SRC).

According to data from the Controller of Budget (CoB), 40 MCAs from Trans Nzoia were paid Sh158,893 per month, 52 MCA’s from Murang’a County got Sh135,000 per month while 64 from Homa Bay received an average of Sh127,747 per month.

"Three County Assemblies reported higher monthly average expenditure on MCAs' sitting allowances than the recommended monthly maximum of Sh124,800 for the year ending June 2017," CoB Agnes Odhiambo stated.

The sitting allowances are awarded to MCAs besides the Sh165,000 monthly salary and mileage allowances for attending plenary (chamber) sittings and committee meetings.

During the period under review, the 47 County Assemblies utilised 37.9 percent of the approved budget allocation of Sh3.4 Billion or Sh1.29 Billion on sitting allowances.

This was a marginal decrease from 38.2 percent spent during the year ending June 2016 where Sh1.37 Billion was spent.
