Jubilee Party Appoints Former Energy Cabinet Secretary Davis Chirchir as Chief Agent

Former Energy Cabinet Secretary (CS) Davis Chirchir has been appointed as Jubilee Party's Chief Agent for the August General Election.

Chirchir, who was sacked from the Cabinet in 2015, was appointed on Monday in an announcement made by the head of Party secretariat Raphael Tuju. 

He formerly served as a Commissioner of the defunct Interim Independent Electoral Commission (IIEC) before it changed to the current Independent Electoral and Boundaries and Commission (IEBC).

After the Jubilee administration took over power in 2013, he was appointed by President Uhuru Kenyatta as Energy CS where her served until 2015.

The ex-CS was suspended to allow for investigations after being accused of colluding to embezzle Sh90 Million transferred from the Kenya Pipeline Company to Kenya Power.

However, the Ethics and Anti-Corruption Commission (EACC) later cleared him over lack of evidence.

The Commission wrote to the Director of Public Prosecutions (DPP) recommending that the case is dropped.

He will be deputised in his new role by another former IIEC Commissioner Winnie Guchu.

Last week, the National Super Alliance (NASA) announced that its chief agent for the August polls would be Siaya Senator James Orengo.

A chief agent is legally responsible for the conduct of a candidate's political campaign and to whom election material is sent to by those running the election.

Election agents are responsible for sanctioning all expenditure on the candidate's campaign, maintaining the accuracy of and submitting to the returning officer the candidate's expenses and other documents, as well as deciding whether to contest the result of a count.

Agents are also permitted to oversee the polling and tallying of votes to ensure the accuracy and impartiality of the election and may appoint polling and counting agents to assist them in these tasks.
