The Independent Electoral and Boundaries Commission (IEBC) is in the process of upgrading the electronic system to be used in the October 17 polls.
According to a time table released by IEBC on Friday, the Commission is “enhancing” its Results Transmission and Presentation (RTS), in an exercise that will run from September 8 to September 15.
IEBC describes RTS as a system for transmitting provisional results electronically to an observation center.
“At the end of voting and when votes have been counted and tallied, the presiding officers enter the data on the signed results sheet (Form 35) into a specially configured mobile phone and transmits the results simultaneously to the election results centres at the constituency, county and national level,” the Commission stated on its website.
IEBC also retrieved from the field the Kenya Integrated Elections Management System (KIEMS) kits to be used in identifying voters and sending results between September 4 and September 8.
The Commission has also set aside 24 days to train staff on the use of the KIEMS and will conduct a simulation exercise on October 10 and 11.
The IEBC schedule further states that the process of uploading voter registers into the electronic gadgets will be conducted on September 22 and the distribution of KIEMS to polling stations will be done for eight days starting October 1.
In the Supreme Court ruling that nullified the re-election of President Uhuru Kenyatta, Chief Justice David Maraga pointed out that the irregularities experienced during transmission of results affected the final outcome of the election.
