IEBC's Mistake That Could See October Election Nullified

The Independent Electoral and Boundaries Commission (IEBC) has not corrected a grave mistake that caused the August 8 presidential election to be cancelled.

According to OT-Morpho, the IT company charged with configuring KIEMS kits has revealed that 11,155 polling stations will still be unable to transmit results as they are out of range for internet connectivity.

The IT firm has announced that unlike the August 8 election where the kits only transmitted texts, on October 26 the kits will send both text and images of the results documents and the new feature will require a 3G or 4G internet connection. 

"As a consequence, polling stations in low connectivity areas will fail to send results," OT-Morpho has warned.

The matter of transmission of results from such stations was raised during the Supreme Court hearing of the NASA election petition.

The ruling from the court deemed the failure on IEBC's part as an election irregularity arguing that the electoral body should have made prior arrangements to ensure that all polling stations were connected.

The French IT firm has further conveyed that 400 experts have been hired to reconfigure the KIEMS kits ahead of the October repeat poll.

"During the August 8th elections, the results transmission system application on the tablet allowed (officials) to send text results only after a first failed attempt. This option will be removed; only both text and image will be allowed.

"The system is configured for the two following candidates: Mr Uhuru Kenyatta (and) Mr Raila Odinga. Since there are only two candidates, the system is not configured to deal with any second round. Due to the limited timeframe, the system cannot accept other candidates," the firm revealed in a statement after signing a Sh2.4 Billion deal with IEBC
