Former Devolution PS Peter Mangiti Acquited of NYS Charges

Former Devolution Principal Secretary (PS), Peter Mangiti, and other 22 individuals, who were on the spot over the conspiracy to steal at the National Youth Service (NYS) were on Friday acquited.

Chief Magistrate Kenneth Bidali, freed them of charges of conspiracy to defraud NYS of billions.

Also acquitted of the charges were: Hassan Noor Hassan, Adan Gedow Harakhe and others who had been accused of unlawful disposal of public funds.

While issuing the verdict, the Chief Magistrate stated that the prosecution had failed to prove its case beyond reasonable doubt.

Bidali further added that the prosecution did not give enough evidence to show the suspects committed fraud.

The magistrate clarified that for a conspiracy case to be proven, there must be evidence that the accused persons indeed had a meeting, muted the idea and agreed to commit the said offence.

He further noted that the witnesses who testified absolved the accused persons instead of implicating them.

The court, however, found that Selessio Karanja, who was a supply chain assistant at NYS, had a case to answer.

Karanja is accused that on 29th Jan 2015, he engaged in a fraudulent act by illegally inserting the name of Dama Service Limited while procuring training materials in the automotive engineering faculty.
