Homa Bay County Suspends 2 MCAs on Claims of Assault

The Homa Bay county assembly has suspended two Members of County Assembly (MCAs) who are perceived to be political rebels.

In a span of two weeks, the county assembly suspended Kojwach MCA Joan Ogada and his Central Karachuonyo MCA Julius Gaya who is handicapped.

A motion was tabled before the assembly accusing Mr Gaya of violating the assembly rules as well as assaulting a county assembly clerk.

Gaya, who has reportedly gained a reputation for his antagonistic methods, is said to have blocked the main entrance to the county assembly premises by parking his vehicle at the spot for over two hours.

Members debated the motion for a while and after a vote, the acting speaker, Gem East MCA Elias Orondo, imposed a one-and-a-half month suspension for the lawmaker.

Mr Gaya spoke to journalists shortly after the decision by the county assembly where he faulted Kagan West MCA Philemon Onyango for bad faith in tabling the motion. 

"It is wrong to say that I assaulted anybody in the county assembly because everybody knows my physical challenges," Gaya told journalists.

His counterparts, Ellyphalet Osuri (Ruma Kaksingri) and Julius Nyambok (Homa Bay Town Central) backed Mr Gaya stating that the allegations were false.

The Kojwach member seems to have received a heavier punishment of three months away from the house and a Ksh70,000 fine.

Gaya, who served in the pioneer Homa Bay assembly, is remembered for causing unrest in the chambers in 2016 when Opposition chief Raila Odinga officially opened the renovated chambers.

The Central Karachuonyo member engaged in a physical fight with the then nominated member Mary Amwata. He would later be attacked by then MCAs Ruth Ombura and Rachel Polo who mercilessly beat and scratched Gaya.
