Interior CS Fred Matiang'i, Inspector General of Police Joseph Boinnet and Gordon Kahalangwa were on Wednesday found guilty of contempt of court and it's not the first time court orders have been defied.
In 2016, Interior PS Karanja Kibicho was sentenced to three months in jail for failing to pay a torture victim but he did not serve the sentence.
Later in the same year, Justice John Mativo found the principal secretaries of the Ministry of Transport and the Ministry of Land guilty of contempt of court but his six-month jail sentence was ignored.

The three had been ordered to pay Mr Wilson Kamau Maina Ksh349,957 in compensation for injuries to his mother, Ms Bilhar Wangui Maina who was in an accident involving a government vehicle.
In December 2017, the High Court stopped the renewal of NGO Coordination Board chief Fazul Mohamed's term but he remained in office.
In January this year, 300 gaming operators also lost their machines despite a court order barring police from collecting them.
A few days later, leading TV stations were switched off by the Communications Authority of Kenya after NASA leader Raila Odinga's swearing-in but an order to switch them back on immediately was disobeyed.
IG Boinnet also defied a court order to release Miguna before he was deported and failed to appear in court as directed by Justice Luka Kimaru.
On February 6, Kimaru further ordered DCI Chief George Kinoti to produce Miguna in court but he was deported.
The Immigration Department also disobeyed the court when Mr Kihalangwa was ordered to surrender Miguna's passport but it was submitted while perforated.
On Tuesday, Justice Roselyne Aburili ordered the immediate release of Miguna from the airport for him to be produced in court but her orders were again ignored.
