Governor Josphat Nanok Goes Against Raila's Wish

Council of Governors chairman Josephat Nanok went against his party leader Raila Odinga to push for a three-tier devolved structure.

The Turkana governor argued that the current structure should be nurtured for another 20 years before lawmakers attempt to change it.

Nanok stated: “I don’t think there is a county that again wants its projects and programmes to be coordinated in another region. When we complete about 20 years, that is when such a debate can be thought of.”

He further maintained that the proposal to manage county governments in provinces does not make sense adding that county governments had made achieved major milestones under the current devolution structure.

Governor Nanok argued that Odinga's idea had not taken into consideration the interests of residents of marginalized counties such as Turkana.

“Devolution has given residents an opportunity to have their say on their priorities and if there are challenges with the management of devolution they are able to solve them internally,” the Governor remarked.

Speaking during the fifth devolution conference in Kakamega, Odinga had called for another layer to the current system, arguing it would help make counties attractive to investors.

Nanok's statement comes after Deputy President William Ruto accused politicians pushing for constitutional amendments to create more political positions to stop being greedy and instead focus on development.

The Deputy President maintained that the move will only benefit a few individuals at the expense of millions of Kenyans.

Ruto stated: “We are not going to change the constitution so that politicians can get positions.”
