Former Meru Cabinet Member Arrested Over Corruption

Former Meru County Executive Committee member for health was on Tuesday arrested by Ethics and Anti-Corruption Commission (EACC) detectives from Isiolo County.

Dr. William Mutwiri Mulaa was arrested in Meru and taken to EACC offices for interrogation.

He is accused of irregularly hiring three officers to his department in November 2015.

The County Public Service Board had conducted interviews and recommended people to be hired, but Mulaa ignored this and went on to appoint his own picks.

According to the 2010 Constitution, the Public Service Board is mandated to handle all human resource issues in a county.

Upper-Eastern Region EACC Coordinator Ignatious Wekesa confirmed Mulaa's arrest stating that he had contravened the law when making the appointments.

“The board forwarded names of the successful candidates to Chief Officer for Health but Dr. Mutwiri asked for the list of all the applicants, conducted his own interviews and handed jobs to other persons,” he stated.

The EACC has come under fire in recent weeks as leaders called for it to be disbanded for its failure to be effective in the fight against corruption.

Aldai MP Cornelly Serem filed a motion at the National Assembly seeking the disbandment of the Ethics and Anti-Corruption Commission.

National Super Alliance (NASA) leader Raila Odinga also stated that detectives from the Directorate of Criminal Investigations (DCI) should take the lead in the ongoing corruption cases as there was no point on waiting on drawn-out processes by the EACC.
