How Senators Blackmailed Treasury for Extra KShs500M

Senators have finally devised a tool for extra favours from the Treasury after blackmailing them for Kshs500 million.

In a stalemate with the National Assembly in which the Senate had been sitting on eight key bills, senators accused the other legislators of discrimination.

Senators claimed that MPs control the National Government Constituency Development Fund (NGCDF) each with an allocation of Kshs100 million while the women representatives controlled Kshs7 million each.

The stalemate between the two houses grew so dire forcing President Uhuru Kenyatta to intervene and directed the stand-off to be called off for the sake of passing key bills for development.

According to People Daily, National Assembly Majority leader Aden Duale confirmed that the stalemate had ended after Treasury CS Henry Rotich agreed to release KShs500 million for the Senate.

This, he continued, would finally open up the Senate to pass the pending bill once the house resumes next month.

The standstill between the August House and their counterparts had escalated especially after MPs shot down a proposal to establish Sh2.7 billion monitoring and evaluation funds.

The lawmakers only allocated Sh700 million for paying senators staff and operating expenses.

The pending bills include infrastructure development and establishment and set up of mandates of the Kenya National Highways Authority, Kenya National Urban Roads Authority and Kenya National Secondary Roads Authority.

Reports indicated that the Senate had unsuccessfully bid for funds since 2013 but have always been turned down by the National Assembly at the last minute.
