How Govt Was Tricked Into Ksh66 Billion Dam Contract

Investigations into the multi-billion dam scandal have revealed how the government was tricked into entering a ksh66 billion deal.

Contractors are reported to have used Itare dam designs to justify their suitability to begin works at Arror and Kimwarer.

“Investigations have shown the contractors used the Itare Dam project as due diligence to show their financial and technical capacity for them to be allowed, which was flawed,” DCI George Kinoti revealed.

Another shocking finding is CMC Di Ravenna never entered into any contract with Kenyan agencies.

Instead, different tender documents were signed and brought by various companies from Italy, South Africa and Kenya.

One Paulo Porcelli signed the contracts for the Arror and Kimwarer Dams in Elgeyo Marakwet, but as a representative of CMC Di Ravenna South Africa.

According to Standard, CMC di Ravenna South Africa was never party to the contract Kerio Valley Development Authority (KVDA) and the contractor.

The project was to be executed jointly by CMC di Ravenna and Itinera.

Legally, the entities are different and responsibility for decisions made by one cannot be extended to the other.

The major loopholes cushion the contractor while sinking the taxpayer.
