DPP Issues 2 Directives in Dams Scandal Investigations

DPP Noordin Haji on Friday issued a statement in regard to the Ksh21 Billion Dams scandal where he issued two directives on the matter.

Haji stated that he had constituted a team of prosecutors to work closely with the DCI to ensure that the investigations into the projects were meticulous, comprehensive and expeditiously carried out.

"I have directed the Director of Criminal Investigations and the technical team to fast track the investigations and in so doing engage our international partners who are willing to assist the country with international aspects of the investigations to unravel any fraudulent activities," his statement read in part.

He further revealed that he had directed that financial investigations be carried out to ensure that any properties that are proceeds of the crime are found.

"...So as to ensure that any ensuing prosecutions will not only be limited to securing convictions against the perpretrators of the fraudulent activities but also be predicated upon recovery of public funds that may have been improperly expended," he explained.

Haji called for patience as the investigators proceed with their work and for those under probe to have ample time to shed light on what actually transpired.

"Any ensuing prosecutions will be undertaken professionally devoid of any witch hunt, political considerations or any other extraneous matters," he stated.

Haji noted that the investigations had been made complex due to the magnitude of the amounts involved and the range of parties that are of interest to the investigations.

"Analysis of the investigations include but not limited to; the tendering process, the award of tenders in the absence of project designs, failure to secure any of the land required for the projects, the apparent absence of any recorded hand-over of the sites," read the statement.
