The Ethics and Anti Corruption Commission (EACC) revealed how they set up an elaborate trap leading to the arrest of a deputy OCS receiving a bribe.
Speaking at the Mombasa Law Courts, Samuel Murage, an officer from the EACC, disclosed that they had opted for clearly thought out trap as they had received numerous complaints regarding former Kiembeni Deputy OCS John Musiomi Shikondi.
The former deputy OCS was appearing in court to answer corruption charges, in which he was accused of asking for a Ksh40,000 bribe from Chiro Gari to expedite the release of Joseph Kyumba Muia from police cells.
“I was handcuffed and escorted to the police station. Chief Inspector Shikondi pointed a gun at me,” Mr Muia revealed to the court.
Muia had been arrested by the deputy OCS who went on to allegedly solicit a bribe from members of his family.
Mr Gari, upon negotiating with the police officer, managed to bring the amount down to Ksh10,000 which Mr Shikondi accepted.
“I told him I am poor and I could not afford the money he was asking for. I told him I only had Ksh10,000 which he accepted,” he divulged.
It was at this point that Mr Gari contacted Mr Murage and informed them of the officer’s demands.
The EACC officer then mobilized his team and fitted Gari with a recording device before sending him back to engage the suspect.
“We sat at a hotel and watched as Gari and the suspect conversed and settled at a corner within the club where the officer took the money,” the EACC official revealed to the court.
Murage went on to reveal that at this point, they closed in on the suspect, disarmed him and recovered the bribe money which he still had in his hands.
Mombasa Chief Magistrate, Edna Nacholi, declared that the matter would be mentioned on April 4, 2019.
