Govt Official Suspended Over Explosive FB Post

A government official in Uasin Gishu has been interdicted for a Facebook post where he criticised a tour by county MCAs to Kisumu.

The sub-county administrator, Philip Kimutai Biwott faulted the legislators for going on the trip which was costly to the taxpayers.

In his April post, Biwott stated that the MCAs were after allowances under the guise of performing duties that would benefit the county.

“Now MCAs from Uasin Gishu County are in Kisumu to represent their electorate. Allowances (in) Kisumu is Sh14,250 per day. In government when you are broke you create a workshop, training, seminar, interrelationships, etc. to cover up," the Kapseret sub-county administrator stated in a post dated April 7, 2019.

His posts were attached to his interdiction letter written and signed by Wilson Sawe, the acting Chief Officer in charge of Devolution, Administration and Co-ordination.

Sawe accused Biwott of illegally disclosing government information.

"This is tantamount to disclosing government information, from a senior officer, that would have otherwise not been disclosed to the public. This amounts to gross misconduct as per Public Service Commission discipline manual for Public Service (2016),” part of the letter read.

The senior official was also accused of posting information meant to shame the lawmakers.

“It has been reported to this office that between April 4 and 5, in your Facebook page, you posted comments which were deemed to bring some bad light to Uasin Gishu County officers who were on official duty in Kisumu,” the suspension letter read.

The MCAs are, on Thursday, expected to vote on a controversial bill requiring the county government to channel 40 percent of the development budget to wards.
