Uhuru's Former Aide Surrenders to Police

Kisumu County Speaker, Onyango Oloo, on Saturday, September 7, surrendered to police in Mombasa after the DPP ordered for his arrest. 

Accompanied by a section the county assembly, Oloo presented himself to at the central police station in Mombasa.

The former TNA secretary-general has been wanted since Friday, September 6 after DPP Nordin Haji okayed his prosecution and that of 34 others in connection to the construction of the Lake Basin Development Authority (LBDA) mall in Kisumu.

They have been accused of inflating the construction cost of the mall from Ksh2.5 billion to Ksh4.1 billion.

Oloo is accused of collecting Ksh17 million from M/S Erdermann Properties, who were the contractors, as a bribe.

 “It has been established that there was a collusion between some Board members and M/s Erdemann Properties Limited…..The directors bribed the chairman of the Board George Onyango Oloo to the tune of Ksh.17 million,” the DPP stated in a statement.

On Friday, John Zeyun Yang, one of the officials of a Chinese construction firm – Edermann Property Ltd and Bobasi MP Innocent Obiri were arrested in connection to the scandal.

Also implicated in the bribery allegations was George Omollo Odawa, a former chairman of the Finance and Establishment Committee of the LBDA who is said to have received Ksh12 Million.

The LBDA management reportedly advertised for the construction of the mall, and even after learning that the three firms that applied were not in a position to carry through with the contract, they awarded one of them the tenders in 2013.

DPP Haji preferred 11 charges against the suspects, including conspiracy to defraud, abuse of office, unlawful issuance of security contract, corruption, and economic crimes, and unlawful acquisition of public property.
