Raila Dragged Into Kisumu  County Assembly Drama

ODM leader Raila Odinga was on Wednesday, September 18, dragged into the Kisumu County Assembly drama.

This was after embattled speaker Onyango Oloo addressed the press where he declared that the court had not barred him from accessing office.

Reports by The Star stated that Oloo admitted that he would only step down if summoned by the Odinga.

"Raila will summon me and I will say yes baba. I will board the next flight and I will be there in the next hour and step aside," he declared.

Oloo also insisted that he would not allow anyone to violate rights granted to him by the ODM party and Kisumu residents.

"Whatever I was given by Raila Odinga and by the people of Kisumu, I will not allow the devil to take it away," Oloo clarified.

Oloo, who had been temporarily replaced, challenged his county MCAs to remove him from office in a lawful manner. 

"They must address the issue of bringing a proper motion of impeachment and serve me properly. I will honourably step aside for the sake of ODM if they get enough numbers," he added.

He further blamed his woes on those who were displeased by his decision during the budget-making process.

"I seemed to have stepped on delicate toes in the course of the budget-making process and in the course of defending the people of Kisumu," he said.

Early in the day, chaos erupted after the speaker attempted to make his way into the county chambers.

Kajulu Ward MCA Roy Samo and several other legislators allied to Oloo engaged the anti-riot officers in running battles.

This came only a day after Kisumu County MCAs drafted a motion to impeach the speaker who is facing fraud-related charges.

The legislators had earlier appointed Kisumu North MCA Elisha Oraro to step in as the acting speaker.

Kondele ward MCA Joachim Oketch has been heading the move to oust Oloo, citing his total disregard to rules of the house as his major undoing.

Oketch maintained that the Speaker is unfit to hold public office until he is cleared of any wrongdoing.

The MCA tabled a notice of motion to permanently remove Oloo from his post, but it is yet to be debated.

Oloo was arrested on Sunday, September 8, over a multibillion-shilling mall scandal, alongside former Lake Basin Development Authority Managing Director Peter Aguko and four others.

Their arrest was ordered by the Director of Public Prosectution (DPP) Noordin Haji.

According to the official records, the initial cost of the mall was set at Ksh2.5 billion but later adjusted upwards to Ksh4.1 billion.

Oloo is accused of receiving a Ksh17 million bribe to authorize irregularities in the building of the mall which led to the inflation of the cost from Sh2.1 billion to Sh4.1 billion.
