DPP Haji Issues Stern Warning to MPs

DPP Noordin Haji on Tuesday, October 22, warned Members of Parliament against a plan to block state agencies from spying on Kenyans.

He was reacting to a move by MPs to make amendments to the Data Protection Bill, 2019 which, if passed, would block the agencies from accessing private data on the citizens.

Haji who was speaking in Kisumu claimed that the law would act as an impediment to the fight against corruption and terrorism.

"To say there would be no spying in the country is to imply that we should not have national intelligence," Haji claimed.

According to Haji, the monitoring of financial transactions and telephone records helped in fighting individuals linked to terror groups such as Al-Shabaab.

On the same note, the DPP urged the financial institutions to keep reporting all the suspicious transactions to prevent money laundering and corruption.

The DPP further stated that his office was concentrating on the prosecution of the corruption cases that were in court thoroughly. 

"We will only enter into a plea bargain only if one will be willing to pay back three times the money they stole and be willing to spend not less than six months in prison," the DPP added.

He concluded by complaining that his office was understaffed claiming he needed between 1,500 and 2,000 prosecutors to help run the operations.

"Currently, we have 900 prosecutors doing a good job, they are not enough," he lamented.
