Kakamega Governor Wycliffe Oparanya on Thursday, December 2, announced that his county would adhere to Interior CS Fred Matiangi's order on reporting of county finance documents.
In a statement released by the County Government of Kakamega on social media, the governor stated that going forward, he would have all the chief accounting officers to give financial reports on their respective dockets on a monthly basis starting January 2020.
"The chief officers will be presenting the reports to a senior team led by H.E. the governor and consisting of the deputy governor, County Executive Committee Members (CECMs), heads of parastatals and sub-county administrators, among others," the statement read.
Oparanya, during a meeting with county officials on January 2, called upon all accounting officers in his government to give a breakdown of the revenue collected in their departments and the status of both internal and external audit on a monthly basis.
The accountants were also tasked with giving the status of project implementation; including the name of the project, commencement date and expected completion date.
"In addition, the chief officers will be tasked with reporting on the absorption rates of both development and recurrent budgets and also give an account of the status of budget implementation," he announced.
Oparanya's move comes barely a month after Matiang'i gave an ultimatum to governors over pending bills and other expenses in the county.
On December 18, 2019, Matiang'i put on notice all the counties that were yet to settle pending bills despite receiving allocations from the National Treasury.
All county governments were required to provide monthly status reports that would include an itemized list of all the bills paid to show compliance with the government's directive on settling pending bills.
This, he stated, would be a key determinant of how the government would disburse money to the county governments in future.
This moves, he stated, was to ensure that accountability in the county and efficiency in service delivery.
