Deputy President William Ruto, on Saturday, revealed advice that he had given the Council of governors chair Wycliffe Oparanya.
He revealed that the financial crisis facing the counties would have been resolved if the CoG would have followed his path.
Ruto divulged that he had spoken to Oparanya and explained to him that they needed to negotiate rather than head to court.
To the advice, the DP revealed that Oparanya told him he had other ways to get the money rather than negotiate.
"As leaders, we need to look for solutions to end this stalemate instead of going to court. I had advised Oparanya that issues regarding division of revenue could only be resolved through intergovernmental agencies but he told me had an alternative solution.
"What is happening now could have been avoided had Oparanya listened to my advice. His alternative solution seems not to work. Had he tabled his concerns before the Inter-Governmental Economic and Budget Council, we would have found a solution," stated Ruto.
The DP further revealed that Oparanya’s interventions are to blame for the current stalemate.
“It is important to use the structures set up for the management of devolution to reach into an agreement on matters involving sharing of revenue or any other matter," the DP added.
Ruto also reiterated President Uhuru Kenyatta’s position which was that there are no additional funds to the counties.
The National Assembly and the Senate have disagreed over the crucial bill that allocates funds to county governments.
Whereas the National Assembly has proposed that counties get Ksh316 billion, the Senate wants them allocated Ksh327 billion.
Governors moved to the Supreme Court to challenge the division of shareable revenue.
