Protesters Plan to Storm CS Kiunjuri's Office With Livestock

Agriculture CS Mwangi Kiunjuri was given a 14-day ultimatum by a political party linked to Murang'a Governor Mwangi wa Iria.

Daily Nation on Saturday, January 4, reported that the Civic Renewal Party, wanted the CS to review the proposed Livestock Bill 2019, stating that some sections of the bill are outdated.

The party threated to drive livestock to Kiunjuri's office in Nairobi in a mega demonstration. 

The proposal seeks to consolidate the laws relating to livestock and livestock products, harmonise and strengthen the laws relating to livestock development and enhance the promotion and development of the livestock industry.

Through its Nairobi branch Chairman James Mwangi, CRP stated that Section 169 of the law required a producer or trader to register for a licence to rear livestock.

"Any person who contravenes commits an offence shall be liable on conviction to a fine not exceeding one hundred thousand shillings or to imprisonment for a period not exceeding one year, or both," the section spells. 

“How on earth can livestock owners be compelled to have a licence and to disclose the actual number of their animals to the government? What’s the essence of that law and how is it aimed at helping farmers? This is draconian legislation that must be revised in 14 days failing which the party will lead Kenyans in demonstrations," Mwangi declared. 

The chairman further accused the CS of forwarding the document to Parliament without conducting public participation.

They vowed to fight the bill through any legal procedure outlined within the Kenyan constitution.
