DCI Kinoti Puzzled After School Receives Share of Ksh19B Itare Dam Money

Director of Criminal Investigations George Kinoti has turned his guns towards a school that received a share of the Ksh19 billion Itare Dam money that is under investigation.

According to a report by The Standard, the DCI uncovered that a substantial chunk of the money was wired to schools, hospitals and used to buy food, which was some of the activities that were totally unrelated to the dam's construction.

One specific school, St Andrews School Turi located in Molo, stood out after the agency claimed that it received a sum of Ksh664,615 from the embattled CMC Di Ravena, an Italian firm that was tasked with constructing the dam.

The publication further detailed that the money was wired to the school's account through bank transfers from the contractors' account in a bank in Westlands.

The money was wired from a bank held by Paolo Porcelli and Adriano Donadoni, who were directors of the now-bankrupt Italian firm.

DCI further broke the transaction down revealing that the money was wired to the school account on August 2, 2018, but its purpose was not clear.

St Andrews Turi is ranked among some of the most expensive schools in the country with school fees pegged at Ksh663,900.

Speaking during a presser on Saturday, January 11, Kinoti disclosed that investigations into the collapsed dam would resume on Monday, January 13.

“We will be concluding the investigations soon,” stated Kinoti. Cabinet Secretaries who had served in the Ministry of Water since 2013 are expected to record statements over the matter.

DCI also revealed that the National Hospital Insurance Fund (NHIF) had also been listed as one of the beneficiaries in the scheme. The institution received Ksh8 million.

“What I know is that we are not in any way involved in dam construction,” responded acting NHIF Chief Executive Officer Nicodemus Odongo.
