Former Kiambu Governor William Kabogo has urged that the Members of the National Assembly return to Parliament and enact a lockdown bill for the sake of Kenyans.
In a video posted on his social media platforms on Tuesday, March 24, the vocal politician called for a lockdown bill to ease the lives of Kenyans reeling from the shockwaves of the Covid 19 pandemic.
Kabogo indicated that he half agreed with an idea posited by city lawyer Donald Kipkorir that a lockdown would be detrimental given that over 80 per cent of the country lives from hand to mouth.
He, however, gave a number of means through which he thought the government could cushion the populace from the effects of the COVID-19 pandemic.
"The government should be able to do a lockdown and cater for the 80 per cent because a lockdown is not only necessary, it is vital, essential and desirable at this moment in time.
"The lockdown bill should allow all landlords not to charge rent for the next three months so that the Kenyans can be allowed that rent as expenditure for income tax purposes.
"Similarly, those people who are wage earners be paid their wages by those who pay them, but also be allowed to report that wage as an expenditure for income tax purposes.
"They should be allowed to spend their tax at the source. Desperate times call for desperate measures," Kabogo added.
He further exhorted Kenyans to contact their legislators and have them go to the national assembly to convene and find a solution to the situation before a lockdown is announced.
"If you send people on lockdown without a solution then they will come out of their homes they will go to a place where they think there is food.
Let's think, stop and say that Kenya ni yetu sote (Kenya belongs to all of us). If it is possible, please, go and enact a bill that will help, landlords and those who pay daily wages to pay every day even if there is no work being done, it will be income tax that is being spent," he concluded.
