A scandal is brewing in Kiambu County which is likely to rope in former Governors William Kabogo and Ferdinand Waititu as well as their confidants.
While appearing before the Senate County Public Accounts and Investment Committee on Monday, August 10, current Governor James Nyoro claimed that when he took over governorship, he found various acts of impropriety amounting to Ksh3.8 billion he suspects had been undertaken under the regimes of the two former governors.
Speaking to Kenyans.co.ke, the County's Communications Chief Officer Franklin Wambugu noted that the governor invited the Ethics and Anti-Corruption Commission sleuths to investigate corruption he alleged might have taken place before his tenure.
The acts of impropriety the governor mentioned included Ksh1 billion which was lost through thin air by the last two administrations.
Nyoro also invited the sleuths to probe claims that an additional Ksh530 million which he said was lost through irregular employment of county workers before the documents were subsiquently destroyed.
Other corrupt dealings included stalled projects and theft of hospital money.
The 11 stalled projects included Thika/Gatitu Junction (now 90% done), Kimende Town Roads(now 70% done), Kikuyu Level 4 Hospital whose contract he claimed was terminated, Red Nova renovations (35% done) and Public washrooms in Mathore.
Others were Kiambu Community Hall renovations whose contract has since been terminated, Lusigetti Community Library (99% complete), Limuru Fire Station work Ksh10 million, Githunguri Fire station(Ksh10 million), Wangige Hospital which was completed by Nyoro administration and Kangangi Toilet under National Lands Commission (NLC).
The Governor also wants probe by the previous administration on the 'Kaa Sober Programme' as well as irregular hiring of temporary workers, with records indicating how they were hired and paid fictitious allowances running into millions of shillings.
The governor also told the Kisii County Senator Sam Ongeri-led committee that when he assumed office, he inherited Ksh2.3 billion pending bills, Ksh1.5 billion of which he has already settled.
Nyoro was being grilled at the Senate Buildings in Nairobi for seven hours since 11 a.m.
He recommended for the arrest and prosecution of officials involved including former Chief Officer Finance under the Waititu administration Faith Njeri.
Kaa Sober programme put Waititu on a collision course with members of the Kambu County Assembly after speanding Ksh356 million between July and December 2018 for the programme.
The programme reportedly consumed Ksh2 million a day without the approval of the assembly.
