Govt Announces Changes in Issuance of Nairobi Title Deeds

The government through the Ministry of Lands has changed the dates for a section of Nairobi residents to receive their title deeds for an exercise that was scheduled to commence on March 15, 2021.

In a notice on Saturday, March 13, Lands CS Farida Karoney stated that the Ministry of Lands has decided to reschedule the exercise of collection of title deeds and signing of leases to allow parents time to tend to their children taking the national examination.

"Exercise will now be conducted from Monday, April 12, 2021, to Friday, April 23, 2021, from 9 am at the Embakasi Ranching Company Office grounds, Ruai for two weeks," she disclosed.

The exercise has been halted several times with CS Karoney attributing the delays to disputes that had arisen from plot owners hence the Ministry needed time to make the necessary corrections.

The titling exercise commenced in 2020 after President Uhuru announced that title deeds would be given to over 30,000 residents of Embakasi Ranching Company, Tassia Estate, and the Korogocho and Mbagathi informal settlements after 45 years of waiting.

A statement by the Ministry of Lands and Physical Planning highlighted that the event would be part of the president's Nairobi Titling Programme, which was launched in 2018 to fast track the issuance of title deeds to bonafide landowners in Nairobi.

The Cabinet Secretary also attributed the slow pace of issuance of title deeds to lack of original documents by landowners and proper succession documents in cases where previous landowners are deceased.

“One of the challenges we have faced is lack of proof of ownership. In some cases where the landowners are deceased, there are no proper succession documents. We urge all landowners to work with their lawyers to get the proper documentation so that we can fast-track the processing of their title deeds,” she stated.

CS Karoney further disclosed that the Ministry was using the exercise to capture the biometric data of the landowners as part of the on-going digitalisation process.

The Ministry gave guidelines to what documents to present so as to get their documents. Individuals are required to produce three-color passport photos, original and copy of National ID, copies of the Share certificate (front and back), and a copy of the Kenya Revenue Authority (KRA) PIN Certificate.

Companies should present a copy of the certificate of registration, a copy of the KRA PIN Certificate, copies of KRA Pin and National ID for directors, and three-color passport photos for each director.

A certificate of registration, copies of KRA PIN, and National ID trustee are the documents needed for self Help Groups.
