Govt Stops Land Payments on e-Citizen

The government has discontinued land rent payments on the e-citizen platform as it swtiches to a new platform to manage land transactions in the country.

In a notice on Sunday, May 16, the Ministry of Lands announced that it was moving the payment of land rents to the newly launched National Land Information Management System (NLIMS) known as ardhisasa.

"Payments on e-citizen are therefore discontinued with immediate effect and any further payments made on this platform will be ineligible for processing," Lands CS Karoney directed.

The ministry noted that a number of transactions had not been completed by April 27, 2021, when the new platform was launched.

"For purposes of a smooth transition, we have provided new timelines within which these pending transactions are to be finalised," she added.

Additionally, all landowners with pending land transactions (within Nairobi County) which have been paid for and are awaiting survey details (deed plans), were also directed to submit the survey details to the Director of Land administration, Ardhi House, Nairobi for completion within 14 days from Monday, May 17, 2021.

"Those who fail to meet this requirement will forfeit the fees already paid," the ministry explained.

How to pay land rents on the Ardhisasa platform:

1. Register or log in to the ardhisasa platform ardhisasa.lands.go.ke

2. Click on land rent under land administration services

3. Search for the parcel number or title number

4. Invoices for the land rent will be displayed

5. Instructions on how to complete the payment will also be provided in this section.

The Government developed the NLIMS for the management of land records and transactional services as an anchor or efficient, secure, and transparent operations in the lands sector.

Residents can access a number of services under the platform including registration of a certificate of either titles or leases, replacement of titles, a search of the property and various charges and transfer of property as well as subdivision of land, extension or renewal of the lease, change of user, lease preparation, and subdivision of property.

Developers can also have easy access to approval of part development plans, plan preparation and certificate of compliance, valuation and survey and mapping services.
