Ministry of Devolution Worst Performing - Report

The Ministry of Devolution and Development of Arid and Semi-Arid Lands is the worst-performing Ministry. This is according to a report by the Public Service Performance Management and Monitoring Unit.

In the report published by Business Daily, State House, the Office of the Attorney General and the Department of Justice were rated as the best performing government departments.

The Ministry of Energy, the Ministry of Tourism and the National Treasury and Planning were also among the top performers in the 2020/2021 period.

The evaluation by the Public Service Performance Management and Monitoring Unit showed that the Office of the Deputy President had a “good” performance which represented a 75 per cent score.

Three ministries attained a12.5 per cent score which is rated as a “fair” performance grade while one ministry earned a “poor” performance grade.

According to the report, the Ministry of Sports, Culture and Heritage run by Ambassador Amina Mohamed, the Ministry of Agriculture led by Peter Munya, the Ministry of Industrialization by Betty Maina and the Ministry of East African Community and Regional Development were among the worst performing.

Notably, last year, an evaluation report carried out by the Public Service Performance Management and Monitoring Unit (PSPMMU) named the Ministry of Agriculture, Livestock and Fisheries as the worst-performing.

The National Treasury was ranked as the best-performing Ministry by PSPMMU. The Ministry of Education headed by CS George Magoha was ranked sixth.

CS Margaret Kobia, whose ministry comes up with the evaluation report, indicated that the grading was based on specified performance criteria that have a direct consequence on service delivery.

Some of the key indicators that were used to rank the ministries include the expenditure of allocated government funds, absorption of externally mobilised resources, core mandate, access to government procurement opportunities, internships, industrial attachments and apprenticeships, and corruption deterrence.

“The performance of ministries had a marginal decline in the FY 2020/2021 compared to that of FY 2019/2020 since the average composite score changed from 3.3920 to 3.4073,” the report indicated.

CS Kobia noted that although the performance of all sectors of the economy was affected by the Covid-19 pandemic, MDAs had in place mitigation measures that ensured delivery of public service with minimal disruptions.

The CS maintained that the government will continue employing performance hiring as one of the performance management tools in reaching the annual performance targets and the respective mandates.
