Drivers Demand NTSA Boss George Njao Quit Amid Damning TIMS Portal Audit

Long Distance Drivers and Conductors Association (LoDDCA) is now demanding the immediate resignation of National Transport and Safety Authority (NTSA) Director General George Njao over alleged incompetence.

In a statement on Wednesday, July 23, the Association also called for the resignation of NTSA's head of licensing and the subsequent disbandment of the Authority.

This follows a report by the Auditor General, Nancy Gathungu, which revealed that the Authority lacked full control of the TIMs portal used by motorists to make applications on the NTSA portal.

Gathungu in her report disclosed that NTSA's lack of control over the platform exposed the Authority to potential revenue leakages and data breaches.

While demanding Njao's resignation, LoDDCA Chief Executive Officer Anthony Mutua expressed frustrations over the Authority, maintaining that an NTSA overhaul was the only solution.

According to Mutua, the Association had consistently raised alarm over the flawed driver endorsement system on the NTSA portal; however, the officials were yet to address the matter. 

"We at LoDDCA have consistently raised alarm over the flawed driver endorsement system. Now, a damning audit report confirms our fears," Mutua noted.

"How safe are Kenyan roads when driver credentials can be manipulated? The NTSA management just needs to be disbanded, starting with the Director General and head of licensing," he added.

Meanwhile, the Auditor General in her report noted that despite the government's move to acquire the TIMS portal at Ksh186 million to manage all vehicle registrations and inspections, there was no contract for adoption of the system.

"The New system was commissioned in March 2023, for which the Authority has no control, as there was no contract for adoption of the system, and the system has been migrated to E-Citizen," Gathungu noted.

She further disclosed that despite the Authority having decentralised revenue-generating services in several regional offices across the country, the system was not able to generate revenue transactions per region.

This made it impossible for the Auditor General to analyse how each revenue stream was distributed for the services rendered by the regional offices.
