PSC Issues 9 Advisories to Ruto on Govt Formation

The Public Service Commission (PSC) has issued 9 advisories to Deputy President William Ruto on the formation of his government following his declaration as the president-elect.

In a statement dated Wednesday, August 17, PSC chairperson, Anthony Mwaniki Muchiri, indicated that the advisory would help the next administration transit smoothly and offer services better to Kenyans.

Among the advisories issued were on the structure of the new government, appointment of Principal Secretaries and the training and appointment of Cabinet Secretaries.

Other advisories include the issuance of appointment letters to incoming PSs and the exit of the current PSs, advisors and staff who served under President Uhuru Kenyatta.

PSC stated that the advisory will help Ruto's government ensure seamless continuity of service delivery.

On the controversial position of Chief Administrative Secretaries (CAS), Muchiri stated that Ruto will decide on the fate of the administrators.

“These positions will be deliberated on between the Public Service Commission and the incoming administration, and if they deem fit that these positions should remain, then they will engage the Commission, and we will come to an understanding on these positions,” the PSC boss stated.

Additionally, PSC issued an advisory over the transfer of services of the Nairobi Metropolitan Services (NMS) which took over some of the functions of the Nairobi City County government during the reign of former governor Mike Mbuvi Sonko.

"We issued an advisory on devolution, inter-governmental relations and modalities for the transition of staff from Nairobi Metropolitan Services and related matters upon the lapse of the deed of transfer.

"Advisory on re-institutionalization and re-invigoration of performance management, reform and transformation in the Public Service," stated PSC.

Ruto is set to be sworn into office on August 30, should there be no petition challenging his win in the August 9 polls.

The DP held a meeting with leaders elected under the Kenya Kwanya coalition as they planned on the way forward.

Amani National Congress (ANC) party leader Musalia Mudavadi's name has already been proposed for the Prime Cabinet Secretary position.
