From Chief Magistrate to Attorney General: the Story of Justin Muturi

Justin Muturi is arguably one of the biggest winners in President William Ruto's Cabinet nominees, bestowed with aiding the head of state to adhere to the Constitution and rule of law in his capacity as Attorney General. 

The former National Assembly Speaker would have missed holding one of the prestigious offices in Kenya, had he continued sitting on the fence figuring out whether to stand with former President Uhuru Kenyatta or shift his allegiance to his successor, Ruto. 

He bought his time, traversing the Mt Kenya region without offering clear indications on where his seesaw would rest. As Ruto assembled his team, Muturi swang around like a pendulum, pondering seemingly one of his biggest life decisions. 

Analysts argued that he took a risk by joining Ruto's camp in the finishing stages, but by being considered a possible running mate to Ruto, Muturi proved to naysayers that he still wielded power and authority.

Muturi was a key man in the concluded General Election where he was among the footsoldiers of President William Ruto. He led his Democratic Party as a signatory in the Kenya Kwanza Alliance that propelled Ruto to victory. 

Upon his swearing-in, he will work closely with President William Ruto as his legal advisor on various matters related to law. 

Notably, Muturi’s appointment to the position of Attorney General will be a continuation of the successive powerful positions he has held in the different regimes in Kenya. 

His career in public service dates back to the 1980s when he worked as a Principal Magistrate in the Judiciary. 

He then became the member of parliament for Siakago constituency between 1999 and 2007.

National Assembly Speaker

Muturi later rose to the National Assembly speaker post, a position he held from 2013 until 2022. 

Muturi rode on his close ties with then president and Jubilee Coalition leader, Uhuru Kenyatta, to clinch the seat. In 2017, he was reinstated to the position to umpire in the August House with the blessings of the Jubilee Party, which was yet again the majority. 

Worth noting is that Muturi served in a stint where the house was characterized by the constant push and pulls between the Coalition for Reforms and Democracy (CORD) and Jubilee Party members of Parliament. 

Among the remarkable moments in Parliament under the leadership of Justin Muturi include the passing of the Security Amendment Bill of 2014 and the Elections Amendment Bill of 2017. 

Among other notable positions, he has held, includes the chairman of the Center for Multiparty Democracy (CMD), and chairman of the Party of National Unity (PNU) Constitution Committee.
