NTSA Female Security Guard Jailed for Receiving Ksh 10K Bribe

A female security guard attached to the National Transport and Safety Authority (NTSA) offices was on Wednesday, November 9, sentenced to one-year imprisonment by the Milimani Anti-Corruption Court.

Senior Principle Magistrate, Victor Wakhumile, made the judgement after the accused person pleaded guilty to soliciting and accepting bribes from citizens who sought appointments at NTSA. 

The bribes were reportedly aimed at enabling people to illegally obtain various approvals and clearances from the authorising body, including the endorsement of driving licenses to unqualified persons.

EACC claimed that the suspect reportedly demanded a Ksh10,000 bribe from a city resident on October 3, 2018.

She was later caught red-handed receiving Ksh7,00, part of the bribe, on the following day, October 4, 2018. Her arrest was coordinated by the Ethics and Anti-Corruption Commission (EACC) officials and other detectives at the NTSA Upperhill offices. 

The female guard, who was employed by a security service, was stationed at the authority's offices at the time.

She had promised to deliver results to the resident who sought to have their driver's license endorsed to a different class.

"It is believed that the security guard was receiving the bribes as a link person between citizens seeking services and NTSA officials." detailed the EACC report.

Upon her arrest, her file was forwarded to the Office of the Director of Public Prosecutions (ODPP), who reviewed the evidence and approved the recommendations filed.

ODPP charged her with two counts of soliciting and receiving a bribe. 

The accused, who was out on cash bail, was subsequently charged, arraigned and convicted.
