President William Ruto appointed retired Chief Justice David Maraga to head a task force mandated to review the terms and conditions of police officers.
In a special Gazette Notice dated Thursday, December 22, Maraga was selected to chair the task force aimed at looking at welfare reforms within the National Police Service (NPS).
Carole Kariuki was named as Maraga's deputy.
"The objectives of the task force are to identify the legal, policy, administrative, institutional and operational constraints on effective service delivery by the National Police Service and the Kenya Prisons Service (KPS).
"Identify and recommend legal, policy, administrative, institutional and operational reforms in the NPS and KPS for effective service delivery," read the notice in part.
The two leaders were named in the task force consisting of 18 other members including Moffat Muriithi Kangi, John Ole Moyaki, Ibrahim Jillo Guyo, Richard Kirundi, Elizabeth Mueni and Roseline Odede
Other Members appointed to the task force were Joash Odhiambo Dache, Doreen Muthaura, Albert Mwenda, Terry Chebet Maina, Hassan Sheikh Mohamed, Capt. (Rtd.) Simiyu Werunga (Dr.), Mutuma Ruteere (Dr.), Anne Ireri, Stephen Kayongo, Jafaar Mohamed, Sammy Chepkwony and Khadija Mire.
Ruto also appointed joint secretaries to the task force and they included; Omwanza Ombati, Joy Mdivo and Rosemary Kamau.
The task force was also tasked with looking at other welfare reforms to be undertaken in the service with the aim of improving service delivery.
Additionally, they were tasked to look at the living conditions of the police.
The Maraga-led task force was instructed to draft a report of their findings and also come up with an implementation matrix which will be delivered to the Head of State.
"The term of the task force is a period of 90 days with the effect from the date of this notice. The Secretariat of the task force shall be at the Ministry of Interior and National administration," read the notice in part.
In the performance of their duties, the task force was given the option of holding public hearings, creating forums and engaging with experts in various sectors among others.
