Ex-IG Joseph Boinnet Appointed as Deputy Security Advisor

Former Inspector General of Police Joseph Boinnet was on Thursday, March 9, appointed as the Deputy National Security Advisor.

In a Gazette Notice Volume CXXV No.60, the Chief of Staff and Head of Public Service Felix Koskei confirmed that Boinnet was to serve in the role beginning March 6.

"It is notified for the general information of the public that the National Security Council has appointed Joseph Boinnet to be the Deputy National Security Advisor," the statement read in part.

Boinnet will serve under National Security Advisor, Ambassador Monica Juma, who was confirmed as the Secretary of the Council.

Koskei explained that the appointments were in line with the National Security Council Act of (No.23 of 2012).

Boinnet unsuccessfully contested the Elgeyo Marakwet gubernatorial seat in the August  2022 election but was floored in the UDA preliminaries by Wisley Rotich.

The former IG was among those who resigned from President (Rtd.) Uhuru Kenyatta's government. Uhuru appointed him Chief Administrative Secretary (CAS) in the Ministry of Tourism in 2019 at the end of his tenure as IG.

On the other hand, the secretary of the council is mandated to record proceedings of the council and is responsible for all records, minutes and documents of the Council.

Juma will further spearhead the preparation and circulation of the agenda for the meetings and arrange the business of the Council.

Article 240 of the Constitution mandates the Council to integrate the domestic, foreign and military policies relating to national security in order to enable the national security organs to cooperate and function effectively.

The Council also assess and appraise the objectives, commitments and risks to the Republic in respect of actual and potential national security capabilities.
