NTSA Issues Deadline for New System Tracking Cars Every 5 Seconds

The National Transport and Safety Authority (NTSA) on Tuesday, May 30, announced timelines for Speed Limiter (Governor) suppliers to register.

According to the authority, the suppliers must meet several requirements before being licensed.

All interested parties have between June 2, 2023, and July 31 2023 to register and get licensed by NTSA.

Meanwhile, speed limiters must have the ability to limit speed, record, and store speed data for 72 hours, and transmit data to both the NTSA and the supplier servers every five seconds as per the requirement of the KS2295-2018.

All suppliers must acquire a permit from the Kenya Bureau of Standards (KEBS), approval from the Chief Mechanical and Transport Engineer and a licence from NTSA.

"Information on the requirements is contained in the KS 2295 Implementation Guideline for Licensing Speed Limiter Suppliers and Speed Limiter (Governor) Fitting Centre Checklist is available on NTSA website (www.ntsa.go.ke), while the Standards, KS2295 - Part 1 & 2:2018 and KNWA 2460 are available at KEBS," NTSA stated.

NTSA explained that the application shall be undertaken through its official website www.ntsa.go.ke under the Speed Limiter License Application tab.

All those with concerns are urged to forward them to the authority by sending an email to info@ntsa.go.ke.

Notably, in April Transport Cabinet Secretary Kipchumba Murkomen issued measures to curb rising cases of road accidents across the country. 

One of the measures was to ensure that in compliance with KS 2295:2018, all the 57 licensed speed limiter vendors must install approved gadgets that will limit speed and record speed data every five seconds.

Also, the gadgets were to transmit data to both the NTSA and the vendor servers and report violations in real-time.

Furthermore, Murkomen formed a multi-agency clinic to verify and validate all speed limiters from April 25 to May 31, 2023.

"All stakeholders including public transport operators, speed limiter vendors, and the National Police Service will be incorporated into this multi-agency exercise," the CS added.

Murkomen also directed that in the implementation of the Intelligent Road Safety Management System (IRMSMS), all heavy commercial operators must ensure vehicles with a tare weight of 3,049 kilograms and above are fitted with speed limiters immediately.
